Standards for evaluation as well as meta-evaluations are important measures regarding quality management of evaluations. Therefore, the lack of research addressing these topics represents a serious issue. The present study contributes to closing this research gap by evaluating the evaluation of the Federal Program “Elternchance ist Kinderchance” (“Opportunities for Parents are Opportunities for Children”) on the basis of the German Standards for Evaluation. The central aim of this meta-evaluation is to shed light on the challenges of the evaluation process, to generate re-commendations and thus make the experience usable for future studies. In addition, the German Standards for Evaluation are tested for their applicability in meta-evaluations and a contribution is made to the professional discussion in the area of meta-evaluations and evaluation standards. As shown by the meta-evaluation, the examined evaluation can be ta¬ken as an example of a successful evaluation study, based on which various challenges in the course of the evaluation are identified, which result in numerous recommendations for evaluation practice. Moreover, the evaluation standards as well as the applied method are analyzed and discussed.
This book addresses students and scientists dealing with the topic of evaluations and looking for guidelines on how to apply evaluation standards in (meta-)evaluations.
